Dear Councilmember Yeager:

I am writing on behalf of the Willow Glen Neighborhood Association (WGNA) regarding the rezoning of the Lincoln Avenue Neighborhood Business District.

Members of the WGNA Board had the opportunity to attend the informational meeting presented by your office and the Planning Department regarding the proposed rezoning of the Lincoln Avenue Neighborhood Business District from CN (Commercial Neighborhood) to CP (Commercial Pedestrian). The meeting was informative and allowed the WGNA Board to evaluate the proposed rezoning and any potential impacts from a neighborhood perspective.

On August 8, 2001, the WGNA Board had the opportunity to discuss the proposed rezoning and voted to support staff's recommendation to rezone the Neighborhood Business District from CN to CP. WGNA believes the Commercial Pedestrian zoning not only reflects the existing uses on Lincoln Avenue, but also will encourage the types of future businesses that will complement nearby residential uses.

Members of the Board also indicated that they were sensitive to concerns raised by some property owners as to the notice of the proposed changes provided to property owners. WGNA also has some concern with the related issue of changes to the zoning ordinance that would allow for increases in the height of businesses adjacent to residences. It was felt by our Board that we should alert your office to these issues in hopes that you will be sensitive to them as the City evaluates this, and other, proposed planning changes impacting neighborhoods and businesses in Willow Glen.
