looks great, but you should NOT assume that all the city departments use the policy.
Currently (as of August 2005) ONLY Planning and part of Transportation uses
part of the policy while Parks Recreation and Neighborhood Services(PRNS)have a
separate policy and Transportation - City Arborist, Public Works and others
have not implemented the policy. The 2 Departments who do use the policy
have not fully implemented:

Email Notification List is still not implemented It is common in San Jose for
the City Council to issue a policy and city departments not implement or only
partially implement the city council policy, not enforce it, or only enforce it
during the work week and not on the weekends.
