Board Meeting Minutes

08 March 2006

 

 

1. Call to order:  Board President, Ed Rast called the meeting to order at 7:00pm

 

2. Attendees:

Board members present: Ed Rast, Carol Rossebo, Helen Solinski, Jim Spence, Hugh Graham,., Margaret Hardy, Joan Bohnett, Larry Ames, Ellen Santatomauro, Charley Luckhardt, Harvey Darnell

 

3. Approval of Minutes: Carol Rossebo, Secretary presented February 2006 minutes for approval. Approved.

 

4. Treasurer’s Report:

            Treasurer, Joan Bohnett. Presented February ending. Checking $1513.75, Money Market $9286.52.

 

5. Community Reports:

            San Jose Police:  Sgt. Vallecilla reported on shooting in on The Avenue.  Not much info             available,             shooter had helmet on, store owner couldn’t see his face.  Charley Luckhart noted that he is seeing        an increase in traffic violations by the H/S.  Sgt. Vallecilla said he would see about increasing           police in the area.

            City/County: Tony Felice

Illegal Tree Removal proposal has been completed by Ken Yeager and a community meeting is             scheduled.  The proposal includes: Doubling of the fines and an increased notice period along with   fines to the tree removal company. 

Alano Club: Code enforcement is still working with them to get a CUP and there will be an appeals        hearing board in April. 

BevMo: There was a well attended meeting on 4/2 and a planning commission meeting will be    scheduled for 4/12 or 4/26.  BevMo is looking for the approval of On-site and Off-site liquor         license. The planning commission does not have a stance on the project yet. 

W.G. Library input is at the end of the public comment portion.

Ball Park EIR:  Ken Yeagers office has asked for a meeting at the end of March with Planning   (Public Meeting)

WGBPA: Kitty Mason: Provided update on “Sassy Seats”  Kitty requested the WGNA sponsor           refreshments for the volunteers.  Board OK’d but will be looking for a more accurate count in the      coming months. 

SJUSD: Pam Foley reported that construction on the new building at the Elementary School is   scheduled to begin this June after school is let out.  The building is scheduled to open XMAS 2007.

CMT along with WGHS is selling tickets for the play.  Play dates: 3/31, 4/1, 4/2, 4/6, 7, 8. 

WG High School is looking for volunteers to mentor students.  It’s called HOSTS(Helping One             Student to Succeed)

Budget looks good for this year and until 08/09, and it doesn’t look like the Parcel tax will be on the      June or Nov. ballot. 

6. Committee Reports:

            Airport: Charlie reported that Airport noise and curfew issues are still problematic. Charley will look at partnering with other neighborhood leaders to meet with Airport officials to put more         pressure on the Airport to control the airlines flight patterns and enforce the curfews.

            Planning and Land Use: Hugh- Some new stuff includes:

            Ball park EIR extended to 5/4 for input from neighborhoods.  Ball park will be added to WGNA           agenda.

7. Old Business:

            CAP Grant:  Larry wrote and submitted CAP Grant for:

                        3,000.00 = 300.00 General Amnesty + 1500 High Quality Brochure + 1200 for Historic                                   Willow Glen Book.

            WGNA Endorsement Policy  Endorsement Policy written by Larry was approved by the board with             “membership” removed.  Endorsement Policy has been posted to the WGNA Web. 

            Privacy Policy:  Drafted by Larry, but will be discussed at next WGNA Board meeting.

            Larry requested permission to use WGNA elist functionality to create WG Community Leader   Group lists.  OK by board.

            April Membership Meeting with San Jose Candidate Forum.  Ed has candidate lined up to attend.         6:30 to 7:00 is “Meet the Candidates”, 7:00 - 9:00 will be the presentations and the Q&A session for            the Mayoral candidates.

 

8. New Business:

            Emergency Preparedness Training: Will be held on 4/12  a message will be sent to the E-list.

 

9. Beverages and More Application Discussion:

            Ed kicked it off with his observations from 3/2 meeting and comments posted on Elist.

            Observations include:  Concern of over concentration of liquor stores for the area.

                        The Elist opinions are about 50% for and 50% against.  Carol Hamilton has the same figures based on input provided to her.  BevMo statistics show there are 4500 current Bev Mo customer within 1 mile of proposed site.  Parking is tight and a concern. The store may put current businesses out of business, Bev Mo claims they have never put another business out of business.  Much smaller store, mostly beverages, not much “More”.  Proposed hours are: 10-9 M-Sat, 10-7 Sunday.  Bev Mo is a business you drive to, doesn’t fit into WG as a “walking neighborhood”.

            WGNA has decided to be neutral and believes WGBPA should take a stand on the proposal of the new business for Lincoln Ave Business district.

 

American Legion:  A couple of American Legion neighbors took the floor to share their experience with the facility on Minnesota.  For a number of years, there have been numerous complaints about primarily noise every weekend.  Because it is a “Grandfathered” facility, it’s not known exactly what code can be enforced regarding noise and hours of operation.  The board moved and passed to draft a letter to the American Legion, City Attorney and the Police to abate the noise and nuisance

 

Since the Alano Club also continues to be a problem for their neighbors and since they are held to noise and hours of operation limitations, WGNA Board moved and passed to draft a similar letter.
